The dispensary is situated on Salem Turnpike, transforming a long-vacant building into a modern storefront catering to adult consumers. Operated by the locally-founded group led by Rob Rybak and his team, Rejoice aims to offer a curated selection of cannabis products while prioritizing education and community engagement.
City officials have expressed optimism about the dispensary’s potential to contribute to Norwich’s economic revitalization. Mayor Peter Nystrom, who attended the ribbon-cutting ceremony, emphasized the importance of reinvesting in local infrastructure and services with anticipated sales tax revenues generated through legal cannabis sales.
“This is an example of responsible entrepreneurship that aligns with the city’s long-term vision,” said Mayor Nystrom. “We expect this to not only create jobs and fill a commercial vacancy but also to strengthen our local tax base.”
The opening comes amid increasing competition across Connecticut’s cannabis landscape. With over two dozen dispensaries now operating statewide, Norwich had previously lagged behind in access to the regulated market. Advocates say the new dispensary will help shift local consumer demand away from the illicit market and toward state-tested, compliant products.
Rybak, co-owner of Rejoice, underscored the importance of community stewardship in his business model. “This isn’t just about cannabis,” he said. “It’s about creating a safe, welcoming space for adults, educating customers, and being a responsible part of Norwich’s growth.”
In accordance with state law, Rejoice is open to adults aged 21 and over. Customers are required to show valid ID and must comply with purchase limits as outlined by the Department of Consumer Protection.
With more municipalities in eastern Connecticut reconsidering their cannabis retail policies, Norwich’s move may serve as a catalyst for future development across the region. City leaders and business owners alike are watching closely to gauge the long-term benefits and community response.
As the cannabis sector continues to expand across the state, Norwich’s embrace of legal retail represents a step toward broader normalization — and potential economic resilience — in a post-prohibition landscape.
