CONCORD, N.H. —
Lawmakers in Concord are considering a 15% tax on cannabis cultivation as they continue to weigh legalizing marijuana.
In testimony before the House Ways and Means Committee on Monday, supporters of the proposal said the tax should be kept simple and low to eliminate a black market.
A previous idea to incorporate cannabis into the rooms and meals tax to avoid creating a new tax was a nonstarter.
“You don’t need to find me a loophole to pretend like I’m not creating a new tax when I am,” said Republican House Majority Leader Jason Osborne. “So, no matter what we do, we are going to be extracting new revenue from the industry because it does not exist today.”
The legislation would put regulatory power over cannabis markets under the purview of the state Liquor Commission.
