Michigan followed closely with $3.29 billion, marking a 7% increase from the previous year. Illinois also set a record, surpassing $2 billion in sales, with adult-use cannabis contributing significantly to the state’s revenue.
The Billion-Dollar Club
Eleven states joined the “Billion Dollar Club” in 2024, each generating over $1 billion in cannabis sales:
California – $4.27 billion
Michigan – $3.29 billion
Illinois – $2.02 billion
Massachusetts – $1.64 billion
Missouri – $1.36 billion
Arizona – $1.21 billion
Maryland – $1.14 billion
Washington – $1.1 billion
New Jersey – $1.1 billion
New York – $1 billion
Colorado – $1.35 billion
Notably, New York achieved $1 billion in sales during its first full year of legal adult-use cannabis, signaling its potential to become a major player in the industry.
Tax Revenue and Economic Impact
The legalization of cannabis has not only boosted sales but also generated substantial tax revenue. In 2023, states collected a record $4.18 billion in cannabis taxes, with California contributing over $1 billion alone. These funds are being directed toward various public services, including education, healthcare, and infrastructure projects.
Challenges and the Black Market
Despite the economic benefits, the legal cannabis market faces challenges, particularly from the black market. In states like New York, California, and Oregon, unlicensed dispensaries and illegal grow operations continue to thrive, offering lower prices and circumventing taxes. This undermines the legal market and poses challenges for regulators.
