
A long-running legal effort to bring a cannabis dispensary to Shelton, Connecticut, has officially gone up in smoke. The Connecticut Appellate Court has denied a final appeal from Rodeo Cannabis, ending the company’s attempt to open a combined medical and recreational marijuana retail location in the city.
Rodeo Cannabis had proposed a roughly 2,000-square-foot dispensary with drive-through service at Crown Point Center on Bridgeport Avenue. But the plan faced resistance early on. In August 2024, the Shelton Planning and Zoning Commission rejected the application, pointing to traffic concerns, limited parking, and what members described as a mismatch between the proposed use and the site’s original zoning intent. When the development district was approved years ago, officials said, it was meant for more traditional retail and service businesses.
The company challenged that decision in Superior Court, but a judge upheld the commission’s authority in 2025. Rodeo then took its case to the Appellate Court, which has now declined to overturn the earlier rulings. The decision effectively exhausts the company’s legal avenues for pursuing the Shelton location.
City officials have characterized the outcome as a clear affirmation of local control over land-use decisions. Supporters of the zoning denial argue that municipalities must retain discretion when determining how properties fit into long-established development plans.
The broader political climate in Shelton also played a role. Before the zoning dispute was fully resolved, the city’s Board of Aldermen adopted an ordinance banning cannabis establishments and related retail sales altogether. Although Rodeo’s application was filed during a narrow window that allowed it to be reviewed, the ordinance reflected strong local opposition to dispensaries operating within city limits.
With the court’s latest decision, the proposed Crown Point Center dispensary is officially off the table — a reminder that in Connecticut’s cannabis era, local zoning still has the final say.
